Post-FOMC: DXY broke 100. BoJ eve. Housing Starts fell.

First full session after Wednesday hike. DXY broke 100 on the London close for the first time this cycle, closed 100.07 up 22 pips. 10Y to a new thread high 4.938 percent. USD/JPY grinded through 156.20 with BoJ Day 1 opening in Tokyo evening. Housing Starts 1.275 million, 2.6 percent below revised July (single-family +7.6 percent, multifamily -21.7 percent). Claims 196,000, fifth consecutive print below 210k. Philly Fed +34.0 (down 13.4 from August peak but still deeply expansionary, prices paid 64.2 highest since June 2022). Setup for USD/JPY doubly binary going into BoJ Friday: hawkish Fed already priced, BoJ direction determines whether pair extends toward 158-160 or reverses toward 152-154.

Catalyst check. Thursday September 17. First full session after the September 16 FOMC hike. Three US data points landed at 8:30 AM ET. First, Housing Starts for August: 1.275 million seasonally adjusted annual rate versus consensus 1.325 million, 2.6 percent below the revised July estimate of 1.309 million and 1.2 percent below the August 2025 rate. Single-family starts +7.6 percent to 918,000; multifamily starts -21.7 percent (a sharp reversal of the July surge). Building permits 1.394 million versus consensus 1.365 million, 2.7 percent below the revised July rate. Second, Weekly Initial Jobless Claims for the week ending September 12: 196,000 versus consensus 208,000, a decrease of 10,000 from the prior week's 206,000. Four-week moving average 203,250. Third, Philadelphia Fed Business Outlook Survey for September: General Activity Index 34.0 versus consensus 4.0 and prior 47.4, a 13.4-point decline but still deeply expansionary. Prices paid 64.2 (highest since June 2022); new orders 21.6 (moderate). BoJ Day 1 began Tokyo evening, no policy commentary released. Release times verified against the Census Bureau, BLS, and Philadelphia Fed release calendars.

Wednesday's piece read the FOMC hike-plus-hawkish-dots as delivering a 10bp upside surprise on the SEP median and 30bp on the June-to-September revision, with DXY moving 67 pips to close at 99.85 and the 10Y moving 9bp to a new thread high at 4.905 percent. Thursday tested whether the hawkish signal would extend in week one or whether the tape would consolidate. It extended: DXY broke 100.00 on the London close for the first time in this cycle, the 10Y pushed above 4.90 percent, and USD/JPY grinded through 156.00 with the BoJ MPM Friday now the sole variable for the pair. The Housing Starts miss and the 13-point Philly Fed drop are dovish inputs on the growth side of the dashboard but did not materially shift the front-end.

The tape

  • DXY: 100.07, up 22 pips from Wednesday's 99.85. First close above 100.00 since April 2. Intraday high 100.28 in the London morning; some retracement through the New York morning on the Housing Starts miss; second push through 100.00 in the New York afternoon. The break of the 100 line on the close is the specific technical marker that ends the sub-100 regime we've been tracking since June. Second push feature: DXY tested 99.85 twice in the New York morning as buyers defended the pre-FOMC breakout level, and both tests held.
  • 10-year yield: 4.938 percent, up 3.3bp from Wednesday's 4.905 percent. New thread high, above the September 11 peak of 4.845 by 9.3bp. The 30-year up 2.4bp to 5.043 percent; the 2-year up 4.5bp to 4.574 percent. Front-end continues to lead the curve higher on the SEP path, which is exactly what a hawkish restart-hike delivers in week one.
  • Gold: $4,285.20, down $33.20 from Wednesday's $4,318.40. First close below $4,300 since August 26. The $4,300 reference we've been tracking since Tuesday broke in Thursday's Asian session. Next reference $4,200, an area where the multi-year rally has spent little time on the way up.
  • USD/JPY: 156.20, up 60 pips from Wednesday's 155.60. The pair broke through 156.00 in the Asian session on continued Fed-side extension; the BoJ Day 1 opening produced no fresh policy commentary and the pair grinded higher through New York. First close above 156 since September 4.
  • EUR/USD: 1.1462, down 28 pips. GBP/USD: 1.3358, down 37 pips. Both proportionate to the DXY extension. GBP broke its 200-day moving average on the session.
  • Brent CFD spot: $94.75, down $1.05. Jazan restart continued; the supply-shock premium is now roughly 40 percent priced out. Range $94.10 to $96.20.

The read

Housing Starts at 1.275 million is a real miss on consensus but the composition is worth reading before drawing conclusions. Single-family starts up 7.6 percent is genuinely constructive; the miss is entirely in multifamily, which is a much more volatile category and often reverses month-over-month. Building permits at 1.394 million above consensus is the leading indicator and it is firm. Read together, the housing data is soft-headline / firm-permits, which is a modest dovish signal but not enough to shift the FOMC's near-term reaction function. See our Fed-BoJ 48-hour window framework for how the two-central-bank pair typically resolves in the day after the Fed and before the BoJ.

Claims at 196k is the specific print that keeps the hawkish framework intact. The 60-year low territory (July's 189k) is 7k away; the four-week moving average at 203k is comfortably inside the "firm labour market" band. That is the fifth consecutive Claims print below 210k and the specific labour-market anchor that Warsh's reaction function requires to keep the "willing to accept the growth-costs" framing credible.

Philly Fed at 34.0 is a 13-point drop from the August peak but is still deeply in expansion territory. The specific concern is the prices-paid at 64.2 (highest since June 2022): regional manufacturing input costs are still rising, which is the supply-side inflation impulse the September FOMC named in its statement. Two more Empire State and Philly Fed prints at these levels would materially confirm the persistence signal.

The tape's reaction confirms the framework's read from Wednesday. DXY extending through 100 in week one is exactly the historical pattern from restart-hike cycles (1994, 2015): the market underprices the initial dot-plot revision and has to grind higher through the first two weeks. USD/JPY through 156 is the Fed-side extension without the BoJ side yet activated; the BoJ hike bets on OIS are at 62 percent for Friday's meeting (up from 44 percent Tuesday), and the meeting itself is now the operative variable.

Working thesis updates. Additional-hike-within-2026 at 65 percent (unchanged). Hold-through-2027-with-no-cuts at 30 percent (unchanged). Cuts-restart-inside-2027 at 5 percent (unchanged). The Fed distribution has not shifted on Thursday's data; the tape's operative pricing has moved decisively to the BoJ dimension.

Setup update

Confirmed if: BoJ hikes to 1.25 percent Friday morning Tokyo (overnight ET) AND Governor Ueda's press conference delivers hawkish forward-guidance language (specifically, naming a "path of gradual normalisation" or "sustained trajectory of adjustment"). That combination compresses the differential further and USD/JPY reverses back toward 153-154 on the print.

Invalidated if: BoJ hikes to 1.25 percent but Ueda's press conference is measured or dovish (specifically, refuses to commit to a path, cites two dissenting votes, or emphasises data-dependence). That combination produces the "hike but yen falls" outcome that has bitten the pair in prior BoJ meetings, and USD/JPY grinds through 158 into New York.

Watch tomorrow: Friday September 18 delivers the BoJ policy decision Tokyo morning (typically released between 11:00 AM and 12:30 PM JST, or 10:00 PM to 11:30 PM ET Thursday evening) with press conference at 3:30 PM JST (2:30 AM ET Friday). Existing Home Sales at 10:00 AM ET (consensus 4.10 million, prior 4.02 million). Quad witching options expiration with approximately 7 trillion dollars notional expiring on stock and index options plus single-stock futures. See our Fed-BoJ 48-hour window for the specific mechanics of the pair.
